Luthermuir Traffic Calming
Survey

Conservative Councillor, George Carr has completed his
survey in Luthermuir to every household, in an attempt to
gauge local opinion on proposed traffic calming measures for
the village.
George said that
"there seem to have been several proposals on the table here
with different maps of what is proposed, and has been
further complicated by the Faber Maunsell consultation which
seems to have polarised opinion in the village. So far we
have nothing cast in stone although this has already been
discussed at an Area Committee of Councillors in January
this year. The most contentious proposals relate to School
Road in particular.
We achieved a
42% participation which was
quite high, and I was pleased to see that many people from
both Church Road and Main Street also submitted their
views."
Residents voted
for the various options as follows on first choices:-
1) Part time
20mph speed limit around primary school -
57%
2) Part time
20mph speed limit on all of School Road -
21%
3) Part time
20mph speed limit and build outs on School Rd -
4%
4) Part time
20mph speed limit on all of School Rd with 2m pavement,
passing places and additional lighting -
0%
5) Full time
20mph on all of School Rd, build outs and speed cushions -
2%
However, second
and third preferences were expressed and when these are
taken into account a very clear picture emerged on the
options:-
1)
69%
2)
69%
3)
6%
4)
23%
5)
4%
31%
favoured a 20mph speed limit over the whole village, but
37% opposed this.
65%
thought a vehicle activated 20mph speed activated signs
would be a good idea against 25%
who disagreed.
Conclusions
Cllr Carr
concluded that "we now have a consensus on what locals
consider reasonable proposals to advance.
* Part
time 20mph outside the school with many happy to see this
extended along all of School Road.
*
Definitely against build outs along School Road.
*
Support for vehicle activated 20mph speed signs.
Traffic speeds
recorded along School Road however, vary from 35mph at the
school to 40mph along the middle and reaching a staggering
49mph at the junction with Main St. Main St. itself seems to
have less problems with average speeds recorded at around
20mph.
With such high
speeds recorded, it is my guess that the opinions of
residents will have to be balanced with what the Council
Roads Department can legally endorse to comply with
guidelines issued by the Scottish Government on 20mph speed
limits outside schools.
Further
discussions will need to take place before we can agree on
proposals for Luthermuir, but the survey has been invaluable
to assist us in reaching decisions."
